Could Pablo Escobar's escaped hippos help the environment?

When the notorious drug lord Pablo Escobar was shot dead in 1993, the Colombian government took control of his luxurious estate in northwestern Colombia, including his personal zoo. 
Most of the animals were shipped away, but the four hippopotamuses—of which Escobar was especially fond—were left to fend for themselves in a pond. Now, there are dozens and dozens of them.    For over a decade the Colombian government has been pondering how to best curb the growing population, a strategy largely supported by conservation experts.

But not everyone is on board. Without direct evidence that the animals are doing harm, some ecologists argue that there’s no reason to cull or relocate them. Indeed, the hippos could fill in for species that humans pushed to extinction thousands of years ago—an idea known as rewilding.

Mexico's America Movil fined by regulator; calls it 'illegal and disproportionate'

MEXICO CITY (Reuters) - America Movil, the telecoms giant controlled by the family of Mexican billionaire Carlos Slim, said on Monday that one of its subsidiaries had been fined 1.3 billion pesos ($69.53 million) by Mexico’s telecoms regulator.  The company decried the fine.

The regulator, the Federal Telecommunications Institute (IFT), said in a statement that it fined the company for failing to share information about the availability of its telecom infrastructure, such as posts, with competitors. 

America Movil said the regulator’s action reflected a “lack of due process,” and it vowed to exercise “all legal remedies to challenge it.”   “This arbitrary, illegal and disproportionate fine affects the legal certainty in a sector that requires important investments,” the company said in a statement. [....]

Brazil antitrust regulator gives nod to Boeing-Embraer deal
​
BRASILIA (Reuters) - Brazilian antitrust regulator Cade on Monday approved Boeing Co’s purchase of Embraer SA’s commercial aviation division without restrictions, according to a statement on the agency’s website.
​

Cade’s top administrative council could still call for a reconsideration of the case, putting the matter to a vote.

The companies welcomed the move on Monday, with Boeing saying it remained confident of getting approval from the European Commission, the last hurdle to the transaction. The European Union has set an April 30 deadline to decide on the deal.[.....]

This year, regional growth is expected to bounce back from 2019’s weak showing as momentum in Brazil strengthens and activity in Mexico gradually recovers, with both economies supported by looser monetary conditions. Global trade uncertainty, exacerbated by the coronavirus outbreak; policy uncertainty domestically; and renewed social tensions cloud the outlook.
​

Regional inflation came in at 7.9% at the outturn of 2020 (December: 7.9%). Flagging economic activity and declining energy prices have kept price pressures relatively contained across the region. Argentina and Venezuela are the notable exceptions, however. Inflation is projected to curb down this year and remain within monetary authorities’ target overall.....


Thinking Strategically About Guyana

Guyana is set to become one of the world’s best performing economies in 2020.  Guyana does not feature prominently in US strategic thought towards the Western Hemisphere, but this year could change that. Guyana is set to become one of the world’s best performing economies in 2020 thanks to 6 billion barrels — and counting — of offshore oil deposits found by ExxonMobil. (Recently, several corporations made a major find off the coast of Suriname, too.) The discovery is sufficient to completely transform the economy of this small South American country. Under normal circumstances, Guyana’s oil discovery would contribute to a glut of resources. Yet, regional energy production is anything but normal. Of course, US sanctions on Venezuela, formerly the largest oil producer in the region, have curtailed production.....
