Mexico wants to decriminalize all drugs and negotiate with the U.S. to do the same

Mexico’s president released a new plan last week that called for radical reform to the nation’s drug laws and negotiating with the United States to take similar steps.

The plan put forward by the administration of President Andrés Manuel López Obrador, often referred to by his initials as AMLO, calls for decriminalizing illegal drugs and transferring funding for combating the illicit substances to pay for treatment programs instead. It points to the failure of the decades-long international war on drugs, and calls for negotiating with the international community, and specifically the U.S., to ensure the new strategy’s success.

Chile seeks to extradite NZ farmer for allegedly killing over 1500 calves

A New Zealand dairy farmer faces possible extradition to Chile for allegedly brutally killing more than 1500 calves while working in the South American country.

Leyla Chahin Valenzuela, deputy prosecutor in Puerto Montt, said Zachary Reuben Ward was wanted for alleged crimes relating to the mistreatment of animals.

A notice filed by Valenzuela with the Court of Appeal of Valdivia says "urgency is implicit" in getting New Zealand authorities to hand Ward over because he was considered a flight risk...

Mexican director-writer-producer Manolo Caro whose hit Netflix series “The House of Flowers” (“La Casa de las Flores”) was renewed for two more seasons last year, has inked an exclusive production pact with the streaming giant. In an unprecedented multi-year deal for a Mexican director, Caro has committed to creating several TV series for Netflix.

NZ Prime Minister Rt Hon Jacinda Ardern has announced former diplomat Jacqui Caine, the former New Zealand Ambassador to Chile (pictured left presenting her credentials to the President of Bolivia, HE Evo Morales) and most recently Te Rūnanga o Ngāi Tahu Director of Special Projects in Christchurch has been appointed the second and final commissioner, joining the Commission Chair Sir William Young.

As we talk in her downtown office, a nanny sits in the back room with her infant son. This is her first position in public office; she is not a career politician — her efforts to integrate the demands of mothering with her new responsibilities are genuine. The mangrove-fringed coast of Guyana, at the north-eastern tip of South America, does not immediately bring to mind the Highlands of Scotland, in the northernmost part of Great Britain. Guyana’s mudflats and silty brown coastal water have little in common with the lush green mountains and glens of the Highlands. If these landscapes share anything, it is their remoteness – one on the edge of a former empire burnished by the relentless equatorial sun and one on the edge of Europe whipped mercilessly by the Atlantic winds.

But look closer and the links are there: Alness, Ankerville, Belladrum, Borlum, Cromarty, Culcairn, Dingwall, Dunrobin, Fyrish, Glastullich, Inverness, Kintail, Kintyre, Rosehall, Tain, Tarlogie, a join-the-dots list of placenames (30 in all) south of Guyana’s capital Georgetown that hint of a hidden association with the Scottish Highlands some 5,000 miles away....

Latin America's prospects cut with activity seen remaining sluggish overall in 2019

Latin America’s economy is seen improving this year due to a faster recovery in Brazil and a smaller drag from Argentina. However, prospects were cut this month and activity is seen staying sluggish overall, weighed on by slowing exports and high uncertainty. Political risk, especially in Argentina in the run-up to elections, and concerns over fiscal accounts cloud the outlook.

Latin America is projected to grow 2.1% in 2019, down 0.1 percentage points from last month's forecast. For 2020, Latin America is expected to grow 2.5%.

The Other Panama

Panama is more than the Panama Papers and offshore business.

Thanks to the leaks known as the Panama Papers, Panama now finds itself in the middle of a global storm over revelations of famous politicians and business people that have used offshore companies both in Panama and other locations in what appears to be – in many cases, but not all -- efforts to evade taxes in their home countries.

However, Panama is more than an offshore company center. In fact, it is Latin America’s leading regional business hub. Companies such as Denmark-based Maersk (the world’s largest shipping company), Germany-based sportswear giant Adidas, US-food products company Mars and Switzerland-based packaged food company Nestle have set up Latin American headquarters there, while US-based Caterpillar (the world's largest manufacturer of construction and mining machinery) moved its regional training center from Miami to Panama to avoid the problems of delayed US visas for its clients in the region.
